The Engineering Office for Planning and Architecture (ECOPA) was founded in 1987 by Prof. Dr. Mohamed Serag and Prof. Dr. Shafak ElWakil a recognized professor of architecture and urban design. Thanks to the blended local and international professional and academic exposure of its senior staff and founders, ECOPA brings over 44 years of collective experience to its projects.

Collaboration is central to our model. ECOPA operates through a vast network of coalitions, collaborative associate firms, and a wide roster of individual consultants and experts. This network includes specialists in building technologies, structural engineering, infrastructure networks, urban economics, quality control, urban sociology and demographics, geophysics and soil mechanics, and traffic and transportation engineering.

For complex projects requiring diverse expertise, ECOPA often takes the lead as the coordinator among the different consultancies. Furthermore, ECOPA maintains close ties with key local and international organizations and experts. We have a proven track record, having worked as a lead consultant on UNDP projects in the South of Egypt and participating in joint ventures with international partners from countries like the US, France, Japan, and Germany on various architecture, planning, and environmental initiatives.
