PLANNING AND DESIGN PHILOSOPHY
The Khedive’s Cairo is often referred to the as the Heart of Modern Cairo. Laid out by Ismail Pacha in the late 19th Century the Khedive’s Cairo was a physical manifestation of the governmental and societal evolution that the Khedive envisioned for Egypt. Like many American and European cities, time, and intense pressures of population growth has caused this important cultural and business district to lose much of the luster that once characterized Cairo’s importance on the world stage. Our Plan seeks to use the rich cultural, historic, and natural features that remain, to create a framework for revitalizing this important district with the end result being a new business, tourist, and residential center for Egypt’s growing middle class – a district that competes with New Cairo, Nasser City, 6th of October and other growing suburbs as “the place to live and work” in Cairo.
The overriding theme that informs the urban design and physical manifestation of our Plan for the District involves embracing the unique Masry Culture. While the Khedive’s plan for Cairo is laid out along European lines, the details of our Plan are based upon, and interpret the life style of the modern Egyptians that will inhabit the Khedive’s Cairo. This plan will be uniquely Egyptian.
The Plan will be realized by applying the latest urban design and business district revitalization concepts being used in historic cities and districts around the globe. Paramount to accomplishing the plan will be the implementation of key public infrastructure upgrades. This investment in the public realm will be recovered via tax increment financing; which in turn will create an environment conducive to private realm upgrades and rehabilitation. We see a planning and urban design solution that is already inherent in the District and the people that live and work there. Grand “Haussmannian” gestures, iconic towers, and nouveau contemporary landscapes that seek to grab attention are not required, and conflict with the identity of the District. Simple and achievable interventions are all that are needed. Streets that function for people and cars alike, a network of finely crafted open spaces, a framework for new private development opportunities, and a vision that enhances, rather than recreates Downtown Cairo. We look to the Khedive for the framework of the District, but to Mahfouz for the heart and soul of the District.

Master plan for Toshka City, a strategic urban development located in Egypt’s Aswan Governorate. Developed between 2007 and 2008, the project aims to transform desert land into a thriving regional capital through extensive land reclamation and infrastructure design. The blueprints outline a comprehensive city center featuring a central mosque, a judicial complex, a hotel, and various residential quarters. Integrated green spaces are a primary focus, including botanical gardens, palm groves, and social areas equipped with an open-air theatre and pedestrian pathways. The proposed layout balances urban functionality with leisure facilities to foster a sustainable community in the New Valley region.
